Texas Parent Taught Driver Education

For homeschoolers and any others who are unable to take driving classes through their high school, having a parent teach them to drive is an option. Any teenager between the ages of 14 and 17 is eligble to begin a parent taught driver education program. The program is designed to teach students the skills to drive responsibly.

Starting out:

The first step to start a parent taught program is to complete a DL-92 - Request Form and submit a $20.00 non-refundable fee (check or money order) to:

Requirements for Parents:

  • Must be a parent, step-parent, grandparent, step-grandparent, foster parent or legal guardian to instruct student to drive
  • Must have a valid Texas driver license for the preceding three years or Active US military personnel and their spouse if they hold a valid license from their state of permanent residence or last duty station for the preceding three years
  • Cannot have a conviction of criminally negligent homicide or driving while intoxicated
  • License may not be suspended, revoked, or forfeited in the past three years for traffic related violations
  • May not be disabled due to mental illness

    Classroom Instruction:

    After the DL-92 Form is sent in, the Driver License Office will send a parent taught packet to you in 2 to 3 weeks. The packet will include a pack of rules, requirements and forms to fill out and a Texas Drivers Handbook. Once the parent taught packet is received you may choose a course. There are several approved courses that are conducted over the internet. Do not start any classroom instruction before getting the parent taught packet. 6 hours of classroom instruction must be finished before the student is allowed to apply for an instruction permit using the concurrent method.

    Block or Concurrent Method:

    The block method requires a student to complete 32 hours of classroom instruction before testing for an instruction permit.
    After receiving an instruction permit the student must complete the 14 hours of behind-the-wheel and in-car instruction.
    The concurrent method allows the student to test for an instruction permit after finishing 6 hours of classroom instruction.
    After receiving an instruction permit the student must finish the rest of their classroom instruction and 14 hours of behind-the-wheel and in-car instruction.

    Applying for an Instruction Permit:

    These forms and documents must be taken with you to the Driver License Office to receive an instruction permit or learner's permit.
  • Application for Texas Driver License, DL-14A (provided in parent taught packet)
  • Parental Driver Education Affidavit, DL-90A (provided in parent taught packet)
  • Classroom Instruction Record, DL-91A (provided in parent taught packet)
  • Verification of Enrollment and Attendance Form in school, CDD-104 (provided in parent taught packet)
  • Proof of Liability Insurance (if student owns a vehicle)
  • Proof of identity
  • Proof of Social Security Number
  • Pay the required fee
    Instructor must be present.

    Instruction Permit Restrictions:

    A student must be 15 to obtain an instruction permit. While the student has their instruction permit they must be accompanied by an adult of 21 years of age or older while they're operating a vehicle.

    After receiving an instruction permit using the block method the student must complete 7 hours of behind-the-wheel instruction and 7 hours of in-car practice before receiving their license.

    After receiving an instruction permit using the concurrent method the student must finish the last 26 hours of classroom instruction, 7 hours of behind-the-wheel instruction and 7 hours of in-car practice.

    Applying for a Driver License:

    These forms and documents must be taken to the Driver License Office to receive a license.
  • Valid Instruction Permit (must be 16 and have held permit for 6 months)
  • Verification of Enrollment and Attendance Form in school, CDD-104 (provided in parent taught packet)
  • Parental Driver Education Affidavit, DL-90B (provided in parent taught packet)
  • Classroom Instruction and Behind the Wheel Record Log, DL-91A and DL-91B (provided in parent taught packet)
  • Pay required fee
    Instructor must be present.

    Driver License Restrictions:

    For the six month period after the student has received their driver license they will have restricted driving privileges. The student may not operate a motor vehicle with more than one passenger in the vehicle who is under 21 and not a family member. They may not drive between midnight and 5am unless they are driving to or from work, school, or in the case of a medical emergency. The driver cannot use a cell phone while driving during these six months as well.
